It was Shawn that was pushing for a more riskier product, and had been doing so for a while. WWE was down in the doldrums way before the NWO came onto the scene.
I think WWE saw what ECW was doing and ultimately felt if they could tone it down a bit to make it a little more acceptable mainstream it would work. It was a huge risk, but in the long run they were right.
