His appearance at WrestleMania along with the worldwide attention he and Steve Austin got during that brawl angle helped put them over the top. WWF was recognized by most on the internet as the better show months before they actually beat WCW in the ratings, but they didn't do it until after WrestleMania.

People talked about how good CM Punk's infamous "pipe bomb" promo was. It got major buzz and major press. Didn't do a thing for ratings. Who's given WWE their biggest business upturn? The Rock, because he's a star.

There's been plenty of promotions over the years that have been well known for having good workers and great shows. But it has never converted into being able to draw.

First, I never said Cesaro was boring. I actually like the guy, and think he should be pushed more seriously. But it's naive to think he's going to get over simply because you put him in 20 minute matches, or that WWE is just going to actually do that when they barely do that for Punk and Cena nowadays.

Besides, the biggest stars generally become stars because they're the most charismatic, not because they are the best workers. See Rock above.
