The Raw after WrestleMania consists of a loud but small contingent that were dedicated enough to stay after the show. But that doesn't mean they speak for the much greater amount of WWE's audience.
As with any business, you're not marketing around your hardcore fans. You've already got them. You're trying to draw the fans that don't watch, or watch very sparingly.
