And small markets overpaying to keep guys is how you get Joe Johnson and Rudy Gay's contracts. Or Landry Fields's. That's the biggest problem IMO. LeBron James would get 40 million but GMs would stupidly overbid on everyone else who might sniff an All-Star game.

What they'd need to do is have no max deals, no cap, but a harsh luxury tax. Maybe at 85 million. Somewhere where the small teams could afford to offer one huge deal but still be able to get the revenue sharing.
