You're right that a good coach can lead a team to a winning season once or twice. But that's different than changing the culture.

When I was there, they promoted the hell out of the program under Ted Roof. We've been trying to find that guy to build a successful program with, and have failed. That's not the same as a lack of interest. I saw them spend millions of advertising to Duke fans, Duke alumni, Durham locals... and just no one gave a shit cuz we're losers. Which goes to my next point...

We don't have the fan base. Once I went to an event in the dining hall that was supposed to be a pep rally for the football team with the coach in attendance... And I shit you not, there were more football players there than people. It was the saddest thing I've ever seen.

Duke fans simply have never cared about football. But that's changing under Cutcliffe.
