nominate the "rookie of the year" for every year and then produce material to make an argument...
one rule:
if the rapper was OUT years prior but became popular in a certain year (ex. 50 dropped in 99, blew in 02/03) they do not qualify..

reason:

that early stuff was undeniably fresh.
nobody was doing double-entondres like this before him.
jay-z had a few but i mean come on... there's no comparison.
even if you didn't like his voice, which i never did, i could still realize his rhymes were such a cut above the norm that it had to be recognized.

i done dropped 3 full length albums on the production & rhymes this year plus like 2 or 3 EP's . 2012. if i had 3 months, a small studio to record at, an engineer to help me record my vocals and help me with my mixing, and a small/ moderate/ fair budget for myself, the engineer, and to help me get a couple of production and vocal features--- i would kill it.
