Can't say Trump is behind this but his supporters in law enforcement definitely are; which is why Trump supporters are dangerous because of how low they go to get those in opposition caught up.

Trump's polarizing messages have resulted in the creation of 'goon squads', out of normal citizens, to go out and actively punish/harm any and everyone who could be or is seen as being anti-Trump.

This is why whenever you hear Trump supporter, they immediately go onto the shitbag list. You cannot be a normal and decent person and support what is going on. In this environment, you just can't. Words like normal and decent become an oxymoron when paired with Trump.
