So, there is such a thing as baggy cycling shorts where the outer layer is baggy and the inner layer is a skin tight lyrca style short.

which I do wear when I go mountain biking
but for pure road riding I would not prefer to have a ton of fabric flapping about.

by the way, there is a lot of road style stuff out there and a lot of it is not just Tour looking. Rapha makes fantastic shit.
