It's easy to call this scam (because it probably is)

But how would a group of people actually make something like this happen.

For real.


Does it really boil down to raising funds to make a land grab for development? What else would be involved in order to make it happen?

I'm serious.....there are way too many black people in this country for something like this to be totally impossible.
