Taylor gets a cut from Spotify plays, so I'm sure she had to pay for a (mechanical?) license for the song. So they are most likely getting paid. The cover truly is awful, though.
A Korean R&B song sampled EWF's "Brazilian Rhyme" recently, and I was glad to see the the credit was included in the YouTube page's information, which means they are getting some royalties: https://youtu.be/jNqqBiIQsRQ?t=1m10s
