I think he dropped Madison's name and alluded to the Senate
some language attributed to Madison (could be someone else) stating that only certain people (affluent, etc...code words for white and wealthy) should be able to vote
and the Senate was evidence of that

but having only CAN and the UK to compare
yeah, we're not as free as we think we are
whenever I'm in CAN, I feel free (Vancouver mostly)
there's an absence of fear, and to some degree in the UK as well, that is truly freeing
the US will never be that in my lifetime.
