You are thinking Gaviria, and yes he lived (but the 107 people on board the plane did not ... he killed 100 people by blowing up a goddamn plane!). Gaviria went on to become president serving a term from 90 to 94, he was in office when Escobar was killed.

Basically shit started to intensify and the cartel was fighting extradition at any cost. They killed a senator and minister of justice over this. They wanted to kill Gaviria. For them, extradition was a war they could not lose. If it were implemented, they were all fucked.
