I'm guessing somebody got to the Prosecutor and said,
"uh...you know you fucked up, right?"
Sending it to the Grand Jury gives her some political cover so if it goes to trial and they are all acquitted, she can at least say:
"Well...we took it before the grand jury and THEY THOUGHT these charges were appropriate."
They still ain't gonna get Murder agianst the black guy, tho
