It is not the same as saying that they will advocate for a 20% decrease in law enforcement spending on weapons funding instead of say, community outreach. They can decrease spending to decreasing the law enforcement officers that work in the black communities or the poorest communities that probably need them the most. They can allow private donations to fund their spending. They can also decrease their numbers and allow officers to work for private citizens who pay for their own private security.
