And not gangs. Actually you probably could have the gangs patrol their neighborhoods-- that's how Fire Departments got started if I recall. It wouldn't be perfect, but communities need to be patrolled by the folks that make them up and all this cowardly brotherhood shit has to be scrapped. The institution needs to be re-worked.

As it stands though-- if I'm in a situation where cops are needed I hope no-one calls and if my friends or loved ones are in danger I'll put my life on the line. I don't want to get too old anyway.
