there was a litany of ppl who were "enjoyin life" after havin had been {prematurely} released frum jail
but also ppl who'd escaped detection
i think there was the 1 guy who was a child killer
& now was a family man

but i think the main goal was to preclude them frum committin their same crimes & to never kill an "innocent" person

i mean technically
some of his kills *could* have been prosecuted
like the female officer who murder'd her husband & child
but w/dex it's more about satisfyin his urge to kill
so accordin to the code he can only kill those deservin of it
regardless of their ability to be jailed w/in the system
