It's pretty much determined that this dude is Madara. Whether he is Tobi or not who knows. At any rate the comment from the beginning of this chapter stating he has been watching the growth of Sasuke and is happy with what he sees has me wondering...
yes we now know that to get the full potential of the sharingan you have to steal teh eyes of another uchiha with mangenkyou...
my thing is....Is Itachi going to steal the eyes or is Sasuke? To put it another way...who does Madara want to steal the eyes.
Me thinks Sasuke for some reason.
