The last few seasons of this show have revolved around Vic's conscience, so I'm still not sold that he wasn't involved with Lem's murder.
Remember, Vic and Shane have been a two-man team since day 1 with the Crowley murder. Also, recall Vic and Shane's discussion outside the barn right after Ronnie left, in last night's episode. They were quick to determine that Lem had basically caved.
Also, I think it may be a little too coincidental that Shane was the only one not tailed. Plus, Vic and shane had that slight glance at each other as the 3 of them parted ways last night.

I'm just not sold that Vic had nothing to do with it.
