Kavvy did not create this situation. Vic did. This shit cannot go down any other way. You can't put that much negative shit out there and it not come back to bite your ass. Vics is determined not to pay for all the dirt he and his team has done under his leadership. He is causing this shit to escalate out of control. Laws of physics. For every action there is a equal and opposite reaction. Kavvy is doing everything WITHIN the law to get these guys. Vic is doing everything OUTSIDE of the law to not get caught.

The person who caused the situation is responsible. Only way the reactor can hold any responsibility for the outcome is if their reaction is out of proportion to the cause. If someone hits you with a spitball you can't kill them and claim selfdefense.

Kavvy liked Lem. He wanted it known who is responsible for Lems death. He also wanted Vic to know that HE is responsible.
