Sometimes God changes things because of the changing condition of humanity. ( such as the law of incest) Adam and Eve had to populate the world somehow,but as sin crept in God made incest a violation knowing the affects of it, this was part of a plan designed for us. That's why the law changed perse; it was set for a different part of humanity.

There is also a rule in studying scripture that everything recorded in the Bible is not approved by the Bible, heres where polygamy comes in, it is mentioned in scripture but God never accepts it only tolerates it like he does all of out sins.
