of all the prisoners standing on that bridge?? i guess they tried to transport them out of the prison to another prison and were stuck. i would've jumped off that piece and ran like hell. lol.

but also, this city is gonna be soooo dangerous once its somewhat operational again. all these desparate and homeless people roaming the streets. shit.
