Not sure. It might be banned for Vega players, but I don't see why it would be banned for anybody else. I actually think it nerfs Vega's wall dive because it gives the opponent a lot more time to react.

Apparently all of those changes listed are changes that were implemented for Season 2 (back in December), but never officially listed. So nothing really changes for Balrog with this update.

Nah, it's still Season 2. This season still has 3 more DLC characters coming out. This update is merely a balance adjustment.
