but is it normal for Capcom to tweak Street Fighter like this? One one level, I'm impressed from a coding level since I imagine it takes a good amount of time to do all these tweaks, but one another level players have to get frustrated in terms of making adjustments when they've put time and energy into game planing just to see their character/characters get screwed around with.
